The Victorian Government has announced new building standards for homes in bushfire risk areas. These new standards were introduced across the State from 11 March 2009.

Is a building permit required to reconstruct a building destroyed by the bushfires?
Yes.
A building permit is required for the construction of any new buildings including houses, sheds or other outbuildings over 10 sq metres.
Any repairs, alterations or additions to buildings will also require a permit
Why is a building permit required?
Building permits ensure that the provisions of the Building Act and Regulations are met. The regulations cover items such as structural adequacy, safe access, energy efficiency, fire safety and property amenity.
Building permits also ensure that an Occupancy Permit or a final certificate can be issued which can assist with property insurance and the eventual resale of the property.
Is a building permit required to construct a shed or other building for the purpose of providing accommodation for those affected by the bushfires?
Yes.
Every permanent building requires a building permit. A shed can be used as temporary accommodation while a permanent dwelling is being constructed up until March 2011.
How much will a building permit cost?
All building permit fees have been waived.
Does my property require a Bushfire Attack Level assessment before I can rebuild?
Yes.
Before rebuilding you must first consider the new building standards and determine the Bushfire Attack Level (BAL) of your property. Information on BAL assessments is available by visiting www.buildingcommission.vic.gov.au.
BAL assessments can be made by an owner, architect, building designer, building surveyor or builder.
Once a BAL assessment has been completed, you can then design your building based on the BAL requirements and apply for a building permit.
Can I obtain a copy of my house or shed plans?
Bushfire affected properties can obtain copies of building plans free of charge subject to their availability. Please contact Council’s building department to discuss.

Building permit application forms are available from all Council offices or can be downloaded from the following page on this website - Building permits.
This form also contains a list of necessary information that is to accompany your application.
Your building application and information can be submitted to Council in person or via post.
Building must only commence once a building permit application has been approved.
