Recent changes to the application process for Disability Parking Permits
Victoria is transitioning to the new Accessible Parking Permit (APP) Scheme and online administration system.
Murrindindi Shire Council has moved to the new APP Scheme. Our residents and organisations who require a new permit, or need to renew or replace a permit, will need to apply with the new application process.
The new APP Scheme steamlines the application process, making it easier, simpler and consistent across the state. The new permit system better aligns with the COAG 2010 Australian Disability Parking Permit Scheme (ADPS).
Improvements to the Scheme include
- introduction of temporary permits for 6, 12 or 24 months
- increased permit length, from 3 years to 5 years for individuals
- introduction of a permanent disability classification, so reassessments are not required for some people's future permit renewals
- a new single and secure state-wide permit design that will reduce the misuse of permits
- the inclusion of occupational therapists as assessors, in addition to GPs
- Double Time (green permits) and permits for organisations will continue under the new scheme

Individuals - renewing or applying for a new permit
- Start your application online at accessibleparking.vic.gov.au
- You’ll receive an application reference number via SMS*
- Take your reference number to your GP or occupational therapist
- Your GP or occupational therapist will complete an online assessment and submit your application
- Your local council will review the application
- If your application is successful, you’ll receive your permit in the mail.
*A paper-based version of the application is available if you don’t have access to a mobile phone or the internet. Please contact our customer service centre if you require a paper form.
Organisations - renewing or applying for a new permit
Organisations based in Murrindindi Shire that transport people with disabilities are also eligible for disability parking permits. A completed application is required, however the organisation does not need to consult a medical practitioner. The organisation may have up to 5 permits, and will need to provide the registration number of each vehicle they will be using to transport residents.
Please follow the process below
1. Start your application online at accessibleparking.vic.gov.au
2. You’ll receive an application reference number via SMS and email
3. Your local council will review the application
4. If your application is successful, you’ll pick up your permit at the council.
Replacing an existing permit
1. Start your replacement application online at accessibleparking.vic.gov.au
2. You’ll receive a replacement application reference number via SMS and email
3. Your local council will review the application
4. If your application is successful, you’ll pick up the permit from your council.

Australian Disability Parking (ADP) Permits for individuals
An ADP permit can be used Australia-wide, and allows the permit holder to
- park a vehicle in an accessible parking bay for the time displayed on the sign
- park in a standard parking bay for double the time displayed on the parking sign
There are three types of ADP permits for individuals
- Category A: Allows the permit holder to be the driver or passenger in a vehicle
- Category B: Allows the permit holder to the be the passenger in a vehicle
- Category D: Temporary permits, issued for six, 12 or 24 months.
You may be eligible for an ADP permit if a GP or occupational therapist assesses you and determines that
- you have a significant mobility impairment that requires you to use a mobility aid or device
- a standard parking bay isn’t big enough to allow you access to and from a vehicle
- you have an acute or chronic medical condition such that minimal walking (up to 100 metres) causes you to stop several times because of pain, extreme fatigue or imbalance
- because of a significant cognitive, behavioural or neurological impairment you can’t safely walk without the continuous support of a carer or support person
Double Time (DT) permits for individuals
A DT permit allows the permit holder, as the driver or passenger, to park in a standard parking bay for double the time on the parking sign.
DT permits are unique to Victoria and aren’t recognised interstate.
You may be eligible for a DT permit if a GP or occupational therapist assesses you and determines that you have a significant mobility impairment or illness which
- affects your ability to walk more than 100 metres
- means that you need regular rest breaks while walking
- a standard parking bay is big enough to allow you access to and from a vehicle
Australian Disability Parking (ADP) Permits for organisations
Organisations may be eligible for an ADP permit if it provides transport services for people with significant mobility or cognitive, behavioural or neurological impairments.
The following vehicles are not eligible for a parking permit
- buses (a vehicle which seats more than 12 people, including the driver)
- commercial passenger vehicles (a vehicle used to transport people for a fare or other consideration, eg. taxis, rideshare apps, limousine services)
- motorcycles
Permits are issued under the following categories:
Category 1

Permit holder has a significant ambulatory disability or requires a complex walking aid and cannot access a vehicle in an ordinary parking bay

Permit holder is entitled to park in a bay reserved for disabled motorists only

Permit holder is entitled to park in a non-disabled parking bay for twice as long as specified. Parking fees are still payable (if applicable) however only for the specified duration, not twice the amount.
Category 2
- Permit holder has a significant ambulatory disability or severe illness which does not affect their ability to walk, however requires them to have rest breaks when walking continuously
- Permit holder is entitled to park in a non-disabled parking bay for twice as long as specified. Parking fees are still payable (if applicable) however only for the specified duration, not twice the amount.
How to use a permit
- Ensure you are the driver or passenger of the vehicle in which the permit is displayed. The permit is only to be used by the specified individual or organisation
- Display your permit clearly in the windscreen of the vehicle so the expiry date and permit number are visible from outside of the vehicle
- Check that your permit is still valid. Remember to contact Council prior to its expiry date to discuss options for renewal
- If your permit is lost or stolen please contact Council to find out how to get a replacement
- If you are planning to visit another State or Territory it is always a good idea to check if any alternative conditions apply. Permits are recognised Australia-wide
- Do not park in any restricted locations including clearways, no stopping areas, no parking areas, taxi only areas, bus zones or authorised residential zones.
